I'm rewatching Enterprise season 3, and all I can say about Lieutenant Reed this season is that he becomes a thoroughly unlikeable and whiny character. Every time he interacts with Major Hayes, he's being an insufferable egotist, with more concern for his own way of doing things than the mission at hand. Repeatedly Hayes is calm, polite, and does his job damn well, but every time Reed mentions him he's whining as if the MACOs' presence is the same as having Xindi spies aboard.

And I'm really not exaggerating when I say this is the only characterisation Reed has in this season - just watch it again. I understand maybe he felt threatened by another competent armed force aboard, military when he wasn't, but holy crap does he let that petty fear and ego push him into making unwise decisions over and over. It's like it's his mission not to use the MACOs and the support they offer, not to stop the Xindi launching a super-weapon. I think the larger issue behind this is the divide between Starfleet and the United Earth Military. Although Reeds actions are definitely deplorable since the MACOs are professional about their deployment aboard the Enterprise, we do see that there is a clear divide between Starfleet and the Military. Although we only see it later in Season 4, Captain Hernandez is appalled by the idea of a MACO being a tactical officer (ENT: Home).

There is definitely an ongoing power-struggle between Starfleet and MACO for resources and ultimately prestige. Starfleet being founded with a charter for space exploration would although be increasingly worried about the potential militarisation of their fleet and increasing militaristic influence on their command. Reed likely feels the same, in addition to potentially taking his job as tactical officer, the MACOs seem like a militarising influence on a primarily exploration oriented organisation. Granted this does seem a bit contradictory to Reeds character where he views his family's naval tradition as a positive and is ironically the most militarist person in the crew prior to the introduction of the actual military personnel. This does also by extension begs the question on why United Earth lacks a navy. Of course the simple answer is that Starfleet functions as a quasi-military force, which is true after the foundation of the Federation. But given their resentment for military influence (at least in the pioneers such as Archer and Hernandez at the time) and their charter being for exploration with their moto being Semper Exploro, it seems very odd to make them wear two hats when they are both in conflict with each other.
